The Licensing section is responsible for the issuance and transfer of all liquor licenses to privately-owned and operated manufacturers, distributors and retailers of alcoholic beverages in Ohio. This section is also responsible for the yearly renewal of Ohio's approximately 25,000 liquor permit holders.

INVESTIGATIVE SERVICES - (614) 644-2455
The Investigative Services Unit of the Licensing section is responsible for the physical inspection of all liquor permit applicants and licensed permit holders in order to verify compliance with Ohio's liquor laws and regulations. They also conduct investigations regarding the operation of licensed permit premises for the purpose of determining compliance and the enforcement of Ohio's administrative laws regarding beer and intoxicating liquor. Criminal provisions of the law, such as underage sales, are enforced by the Ohio Department of Public Safety's Investigative unit.

BEER & WINE - (614) 644-2411
The Beer & Wine section oversees industry compliance of the laws pertaining to the manufacture, distribution and sale of beer, wine and mixed beverages containing 21 percent alcohol by volume or less. This includes registering the above products for sale, registering out-of-state suppliers and approving the issuance of permits to in-state manufacturers and wholesale distributors. Additionally, all salespersons for alcoholic beverage suppliers, manufacturers, distributors and brokers are registered in this section.


AGENCY OPERATIONS - (614) 644-2380
The division is the sole purchaser and distributor of spirituous liquor (intoxicating liquor containing more than 21 percent alcohol by volume) in Ohio. The division selects and prices the products, and supplies them to the private liquor agencies at no charge. These agencies, which are private businesses that the division contracts with to serve as the state's sales agents, receive a commission based on their sales.
Agency Operations oversees the operations of the private agencies including hours of operation and the products sold. Division auditors conduct two to three audits annually, as well as monthly compliance visits of every agency.

The Legal section is responsible for conducting hearings regarding objections to the issuance, transfer, and renewal of liquor permits, and making reports to the Superintendent based on evidence and testimony presented at those hearings.  The Legal section is also responsible for drafting orders rejecting the issuance, transfer, and renewal of liquor permits, as well as orders overruling objections to the issuance, transfer, and renewal of liquor permits.  The Legal section also provides advice and counsel to the Superintendent and other sections within the Division of Liquor Control.
